Accessibility friendly : No. Partial National Rail station.

The new Moorgate station being built as part of Crossrail and the Elizabethan line should be mega-accessible, but is running a couple of years late.

Moorgate is not accessible to wheelchair users due to stairs between the platform and street level. There is escalator interchange between Northern line and Circle, Hammersmith & City and Metropolitan lines
eastbound towards Liverpool Street only.

More comment : National Rail Guide & Maps - It looks like the partial access at the National Rail station is that you can cross platforms; but there are no ramps available, so I would avoid this station.
