In the 1891 census, a Frank Jefferson and also Percy Jefferson are Licensed Victuallers boarding at Montague street, St George Bloomsbury.

My great, great uncle Frank William Jefferson was the licensee roughly between 1891/2 and 1894/5.
The Westminster Rate Books indicate he paid General & Sewer Rates during this four year period, and Poor Rates in 1892/3 and 1893/4. *
