Thomas Lee, a beer retailer, made at least 3 applications for a new license for these premises, at that time at 22 Rochester Row. He was twice refused because of opposition from the incumbent of St Stephens Church, and only when this was withdrawn did he get his license.
[In 1841, Thomas Lee was a Brewer’s Servant living at 21 Rochester Row. He had two sons, Thomas and William – whether either of these was the Thomas William Lee who took over from him in 1861, I cannot say for certain, but Thomas is the more likely. In the 1861 Census, William was at home on Census night and is recorded as a gunsmith, and in the same Census, there was a Thomas Lee of the right age, a Licensed Victualler, visiting his father-in-law, Edward Haydon, who was licensee of the Windsor Castle in Francis Street, St Margaret’s, Westminster. In 1871, Thos. W Lea is living at the Windsor Castle and working as a Cab-master, while father-in-law, now a widower aged 79, runs the pub! Mary Ann, who took over the Rochester Arms from Thomas William at the age of 62, was his mother, and Ellen, who took over when mother died, was his sister.] *
